Internet Explorer 7 doesn't allow cookies to be set within an IFRAME.
Add this header to your page before any HTML is output. Depending on your language, the following code will set the header:
response.setHeader('P3P', 'CP="ALL ADM DEV PSAi COM OUR OTRo STP IND ONL"');
